Taiwan is the best place in the world to live for expats according to a survey released September 2019 by InterNations, the largest global network for people living abroad. Taiwan scored especially well for health care quality and affordability as well as for safety and career prospects. In fact, as the introduction of the National Health Insurance in 1995, Taiwan was ranked second in the Global Access to Healthcare Index, published by the Economist Intelligence Unit (EIU). Taiwan's excellent healthcare system owes its success to a few strengths, particularly its high-quality services equivalent to the advanced economies with affordability.


Taiwan's capital, Taipei, is the 9th most livable city in the Asia-Pacific region in 2019, according to a survey released by the world's largest human resources consulting firm, Mercer Management Consulting.  The data was analyzed by 38 factors in 10 categories such as recreation, housing, economic environment, consumer goods availability, public services, political and social environment, natural environment, socio-cultural environment, school and education, and medical and health considerations. In the same survey, Taipei ranked 9th in the region, surpassing Shanghai, Beijing, Guangzhou and other major cities in China, and 84th on a list of 231 cities around the world.
